With a growing number of households forsaking landlines and relying entirely on cellular phones for voice communications, developing sound sampling strategies and estimation procedures to meet this change is an ongoing challenge. Unlike the well-understood landline sampling frames, construction of cellular frames entails a number of new issues – technical and operational issues that have emerged as a result of the evolving regulations and developments in the telecommunications industry.
